That's got to be Riverton Park.
I was going to guess Riverton also. I wish so much that we still had some sort of trolley or light rail in Portland. The other Portland in Oregon has a beautiful system.
Oh I wish I could visit that other Portland.

Yes, It's Riverton Park, and the trolley car is leaving the resort, which had trails, theatre, a casino- and convenient access to public transport!
Next time you are heading outbound on Forest Avenue (north of Citgo and south of Dunk's) you'll be crossing paths with the ghosts of those cheering clanging trolleys.
Hmmm, that was interesting. Looks like somethings will always remain mystery.
I myself has been trying to solve the mystery of the legend that forces you to have "earn it before
having it", for a wile now. Could not understand much though.
Let me know in case you get to understand the mystery of the Old Hound and the Legend
